Supervisors table Avtex right-of-way request By Joe Farruggia The Warren County Board of Supervisors on Tuesday night tabled for the third time a request from the Town of Front Royal to dedicated 50 feet of right of way through the former Avtex parking lot to allow a connector route between Monroe Street and Kendrick lane that the town believes will help relieve traffic congestion along Royal Avenue. In all three instances, the action was tabled because at least one member of the board was not present. The first time the action was tabled, Ben Weddle, was absent; the second time it was tabled because Brack Bentley was absent; and it was tabled Tuesday because Brett Haynes was absent. The supervisors said they do not want to take such an important action without all members being present to vote. The supervisors also tabled, for the third time, a proposal from the Economic Development Authority to rename Ed Stump Park. In other action on Tuesday night, the supervisors approved the Virginia Department of Transportation’s six year plan for fiscal years 2001-2007, which will cover paving and other improvements expected to total just over $1 million for each fiscal year, for a total of more that $7.6 million. The supervisors also approved a proposal from Anderson and Associates Inc., a professional design services company in Middletown, to develop a "fiscal impact model" for the county that will assess the impact of new residential development and review cash proffers made by developers to ensure that they are adequate.
