By: Mary Jordan An Avtex redevelopment advisory committee is one step closer to being formed after approval of an outline of the by laws by the Warren County Board of Supervisors earlier this week. The idea for such a committee was brought up at an Avtex Multi-Stakeholders Group meeting in November, with its purpose to make recommendations to the county and town concerning the site. The primary responsibility of the committee would be to provide input to the governing bodies concerning the development of the proposed conservancy park and the Shenandoah Center for Heritage and the Environment, County Administrator Douglas P. Stanley said. The committee also would provide input on the development of the proposed business park and Skyline Soccer Plex. As currently proposed, the committee would be made up of 12 directors- eight representing the county and four representing the town. Included in the 12 would be a representative of the Board of Supervisors, Warren County Planning Commission, Economic Development Authority, Town Council, and Front Royal Planning Commission. Shenandoah District Supervisor Benjamin H. "Ben" Weddle has said he also would like to see some members of the Multi-Stakeholders Group on the new committee. The Town Council, however, has asked that two of the county's eight appointees be residents of the town. Town Manager Richard A. "Rick" Anzolut Jr. said the concern for equal representation for the town was originally brought up by Councilman J. Daniel Pond III at a work session. At that time, other councilmen agreed that there should be equal representation on the committee, especially since Avtex is located within the town limits. The modification was sent back to the Board of Supervisors for approval Tuesday. The board agreed that the request shouldn't be a problem, as several county representatives are town residents. FMC Corp. has agreed to provide necessary staffing and resources for the committee, which also would provide assistance to the Avtex Multi-Stakeholders Group and the Environmental Protection Agency throughout the redevelopment. Stanley said he forwarded a letter with the board's action to Anzolut on Wednesday, adding that there won't be any further action taken until the council adopts the bylaws as proposed. Anzolut said the proposal is scheduled to appear on the council's agenda at its Aug. 12 meeting. Once the final language of the document has been approved by both boards, area residents interested in serving on the committee will have a chance to apply, Stanley said. |
