The Warren Sentinel Article Date: May 20, 2004 Economic Development Authority hires executive director The Economic Development Authority’s Chairman, Ronald L. Mabry, announced on Wednesday that the EDA Board of Directors has named its new Executive Director, Paul J. Carroll. “The Economic Development Authority is pleased to welcome Paul Carroll to Front Royal and Warren County,” said Mabry. “We’ve completed an exhaustive search for just the right person to take our community to the next stage of economic development initiatives. We believe that Paul Carroll will more than accomplish that goal and will be a great asset to Warren County.” Paul Carroll, his wife and son will relocate to Warren County from Milton, Massachusetts, where he has served as a consultant to the Commonwealth of Massachusetts in economic development and international business promotions. Carroll has more than fifteen years of experience in economic development, positioning campaigns and marketing initiatives for regional, national, and foreign organizations and corporations. He is fluent in Chinese and speaks Russian and German as well. One of Carroll’s major accomplishments was the creation and execution of a recruitment strategy, in conjunction with Massport’s executive administration and Board, to attract China Ocean Shipping (COSCO), China’s third largest organization, to establish a permanent presence in Boston to service the Port of Boston. This major success resulted in a substantial increase in volume and revenue (8.6 % volume / $4 million + revenues) for the Port, ensuring the long-term viability of the Port. Carroll holds a B.A. in International Area Studies from the University of Massachusetts, and M.A. in International Relations from Johns Hopkins University, and is currently working on a joint MBA and PhD. Carroll will officially join the staff of the Economic Development Authority on July 1, 2004 |
