 Commission to mull soccerplex

A site plan for development of the proposed Skyline Soccerplex, featuring seven sports fields, will come before the Front Royal Planning Commission on Wednesday night.

The complex will be on a 30-acre site on Kerfoot Avenue.  It will be located across from Academy Manor subdivision and north of Salem Avenue.

It will be bordered on the north by the Avtex/Royal Phoenix redevelopment project and on the west by the Norfolk and Southern Railroad.

The project will be accessible from Kerfoot Avenue and Main Street at a single entrance at the site’s northeast boundary.  Three fields will not be developed in the first phase.

The planning staff has recommended approval of the site development plan contingent upon several factors, Planning Director Brevetta O. Jordan said.

The facility will include a 78-space parking area and six handicapped-accessible spaces.

It includes 32,310 square feet of impervious, paved land, but no sign of approval has been submitted by the Lord Fairfax Soil and Water Conservation District.

The proposal also outlines plans for a storm-water management system on the northern boundary of the tract that feeds water to a nearby field.

Plans also call for tree preservation, which must be installed during the construction process.

A 10-foot landscape buffer is shown along the street, but contains no trees.  Those in the area outside the buffer contain only deciduous trees that don’t offer a year round buffer.

The plan will be discussed at a 7 p.m. meeting at the Warren County Government Center.

In other agenda items, the commission will discuss:

  • An ordinance requiring developers to furnish and install electrical facilities and equipment in subdivisions and building sites.

  • An ordinance that requires developers to submit traffic impact analyses along with plans for development of new subdivisions.

  • A final plat review requested by developer Chris Ramsey for the subdivision of 76 lots on 43 acres in Oden Ridge subdivision on the south side of Happy Creek Road.

  • Entrance corridor sigh designs for 1516 N. Shenandoah Ave, One sign is ground mounted while three other s are wall mounted.

  • A request for final plat approval to subdivide a 2.29-acre parcel into six single family lots known as Westminster Estates at Westminster Drive and John Marshall Highway.
