EDA rezoning request OK’d by Town Council

The Town Council has approved a rezoning request from the Front Royal-Warren County Economic Development Authority for Royal Phoenix.

The Monday vote was unanimous to rezone 3.23 acres at 400 Kendrick Lane from industrial employment to community business.  The property is designated by the EPA as a Superfund site, and the rezoning allows for office use, financial institutions and retail, to name a few.

“Most of the proffered uses will not have additional impacts on the neighborhood, from transportation, utilities or other public facilities standpoint,” a town planning report says. “[The] EDA has also proffered to landscape the periphery of the parcel which continues to be industrially zoned and therefore slightly incompatible with the commercial uses.”

Also Monday, the council voted to unanimously to:

  • Direct the Planning Commission to advertise for a public hearing a revised version of the vision statement for the comprehensive plan amendment for he Happy Creek corridor study area.

  • Approve a request from Pearl A. Shockey for a subdivision variance for the creation of a lot on a private, nondedicated street on property at 1332 Anderson St.

  • Approve an application from Dynamic Life Praise and Worship Center to increase the size of two signs to 3 square feet each and mount the sign in a single lighted housing on property at 1600 John Marshall Highway.  The location of the signs must be approved by the town Department of Energy Resources to rule out conflicts with existing guy wires or overhead power lines prior to installation.  If necessary due to improvements on John Marshall Highway, the signs will be moved at no cost to the town.  The church also agrees to stop parking busses and vans parallels to John Marshall Highway in the front of the parking lot for advertising. 

  • Approve a proclamation from Access Independence Inc. of Winchester proclaiming April 18-26 as “Disability Awareness Week”.

  • Approve the consignment and /or sale of Visitors Center merchandise at each item’s cost plus 5 percent to Main Street merchants that would like to sell Front Royal souvenirs.

  • Approve the trade of a town owned Blaw- Know Pf-545 paver values at $33,101.66 for a Woodchuck Chipper values at $24, 270 and $8,831.66 from Richmond Machinery.
